Conceptually speaking, the legacy system's original purpose was a way for Ruby to spread cultivation knowledge around, and it's thematic purpose was to allow for the kind of "aha, I found an ancient/hidden master's scroll of cool stuff™" that people see in Xianxia stories all the time, so having us be incentivized to never actually use the legacy system to share what we know because we can use it to instead learn new things is something I find worth complaining about, as I mentioned when the legacy rework conversation was happening.

...I will happily admit that the current situation is far superior to the old legacy system which made it even more attractive to never teach anyone anything through it unless we absolutely had to in favor of always using it to invent new things.

Like, literally, you know we've invented almost no actual 'technique' type things ourselves, through our own actions? Yang's invented her fire techniques and shared with us, we've traded stuff with Chloe, we've learned the basic moonlight gathering technique from our school friends, we've learned most of our silver eye techniques from Ruby's mom or grandfather, and this is

50% because it's (been) easier and more reliable to get them through spending legacy on learning new stuff from our friends, in comparison to throwing actions at inventing stuff ourselves. You know, instead of throwing actions at polishing Ruby's more general skills (like our climb into Grandmaster Mystic Lore). I'm pretty sure we've got at least one more actual original self-invented technique besides these two, but the only ones I can think of offhand are Aura Follows Thought and Alabaster Breath Refinement, not counting the 'we got these as a bonus' breakthrough stuff.

I mean, it's not bad we've got Grandmaster Mystic Lore by any means, but still.

Given we've never actually seen Penny fight or push herself, or even Pandora fight or push herself for that matter, I do not feel this is a safe idea or concept. Especially because we know she's in foundation stage as well. I-S Mastery is really cool, but assuming it's more cool then what the learning focused character invented on her breakthrough when she probably also has skills at legendary, and is not unlikely to have more of them at legendary then we do, to serve as a basis for whatever she invented doesn't feel like a good assumption to me.

Actually, honestly, have we ever seen any Atlas agent fight? I don't remember us ever seeing them fight, which means we don't really have any data on what they can do when they get in a punchout.

Of course we could simply turn around and fold moonlight essence into the technique or Ruby might do that as an obvious step in the process and make the technique stronger yet.

I can see something like this being possible, I just kinda feel that since we've basically literally done nothing with Moonlight, Ruby's probably not going to be able to make the leap to anything like 'our first Moonlight themed thing is coloring I-S Mastery with moonlight'. It'd be nice if I was wrong on this though.
